    Amanda Kern, Executive Director

    Amanda Kern joined the Wood County Alcohol, Drug Addiction, and Mental Health Services Board as the Executive Director in March of 2023. Amanda received her undergraduate degree in Social Work from Bowling Green State University and her master’s degree in Social Work from The University of Toledo. Amanda has varied experience in the mental health and substance use field ranging from direct work with clients, management, project development, grant writing, and was Vice President of Clinical Services in her last role as a provider. Amanda’s expertise is in crisis services and services for individuals involved in the criminal justice system. Amanda is a Licensed Independent Social Worker with a supervisory endorsement.

    Julie Launstein, Associate Director

    Julie Launstein joined the Wood County Alcohol, Drug Addiction, and Mental Health Services Board staff as Fiscal Director in December of 2016. Julie was previously employed with Wood County Department of Job and Family Services for over 14 years. She gained extensive experience in public assistance programs including Medicaid. Her most recent position as Business Administrator provided experience in funding at federal, state and local levels. Julie holds a Bachelor’s of Science in Business Administration from Madonna University, Livonia, Michigan.In 2025, Julie expanded her role at the WCADAMHS Board, taking on the position of Associate Director.

    Aimee Coe, Director of Clinical & Prevention Programs

    Aimee Coe joined the Wood County Alcohol, Drug Addiction, and Mental Health Services Board as the Director of Community Programs in January 2018. Aimee is currently the Director of Clinical and Prevention Programs with the board. Aimee received her undergraduate degree in Criminal Justice and Masters in Rehabilitation Counseling from Bowling Green State University. Aimee has worked in the behavioral health and criminal justice field throughout her career in roles ranging from Investigator, Therapist, Clinical Manager and Director. She has experience in program development and community coalitions. Aimee is a licensed Professional Clinical Counselor with a supervisory endorsement (LPCC-S) and is currently working on her Prevention Certification.

    Laura Fullenkamp, Director of Planning & Evaluation

    Laura Fullenkamp joined the Wood County Alcohol, Drug Addiction, and Mental Health Services Board as the Criminal Justice and Special Projects Manager in January 2021. In February 2022, Laura's position transitioned to Director of Criminal Justice and Compliance. Dr. Fullenkamp earned her Bachelor’s in Psychology, Master’s in Community Counseling, and Ph.D., in Counselor Education and Supervision at the University of Toledo. She is a Licensed Professional Clinical Counselor with Supervision endorsement. Her 15 years of professional experience prior to this position include working with people with Substance Use Disorders, Mental Health concerns, and those with co-occurring criminal justice involvement at several not-for-profit agencies. In addition, Dr. Fullenkamp has also been active in helping others understand and support behavioral health through providing education to those in the criminal justice field.

    Jodie Chappius, Systems Navigator

    Jodie Chappuis joined the Wood County Alcohol, Drug Addiction, and Mental Health Services Board as the Systems Navigator in January 2025 , supporting its youth prevention expansion efforts. She holds an undergraduate degree in psychology from Lourdes University, a master's degree in criminal justice with a concentration in Forensic Psychology from Tiffin University, and a Master of Social Work from Spring Arbor University. With 25 years of clinical experience, Jodie specializes in working with individuals who are severely and persistently mentally ill. Most recently, she served as the Team Lead for an Assertive Community Treatment Team. Her areas of expertise include crisis services, substance abuse, and working with individuals involved in the criminal justice system. Jodie is a licensed Social Worker in the state of Ohio.

    Kaylee Smith, Manager of Marketing and Communication

    Kaylee Smith joined the Wood County ADAMHS Board in July 2020 as an AmeriCorps VISTA, later becoming Regional Project Coordinator for Northwest Ohio’s 11 ADAMHS board areas. In June 2022, she transitioned to Coordinator of Strategic Initiatives, overseeing regional projects and legislation. In 2023, Kaylee expanded her role to include external communications and marketing. She holds a bachelor's degree in Public Relations and a master's in Public Administration.

    Britni Fackler, Accounting and Benefits Specialist

    Britni Fackler has been with the Wood County Alcohol, Drug Addiction, and Mental Health Services Board since 2006. In 2019 , Britni became the Office Administration Coordinator and now is the Accounting and Benefits Specialist. She is a graduate of Bowling Green State University, receiving a Bachelor’s Degree in Advanced Technological Education, and also a graduate of Northwest State Community College and holds an Associate Degree in Office Administration Services.

    Kathryn Shackleton, Administrative and Fiscal Specialist

    Kathryn Shackleton graduated from high school in Delta, Ohio after years of living all over the U.S. from Hawaii to Guam as part of a military family. Next, Kathryn served in the US Air Force for seven years. Kathryn is a graduate of Southern New Hampshire University, with a Bachelor's degree in Business Administration, and American Military University, with an Associate's Degree in General Studies. She also holds a Career Diploma in Administrative Assistant from Penn Foster Career School. In 2014, she started working in the mental health field and has done ever since.

Board Members

The Wood County ADAMHS Board is comprised of 12 individuals from Wood County. Members are appointed by the Wood County Commissioners and the Ohio Department of Mental Health and Addiction Services.

Ohio statutes specify that the board will include, among others, a psychiatrist, a mental health professional, a person receiving (or having had previously received) services paid for by the public funds, a professional in the field of alcohol or drug abuse services and an advocate for people receiving treatment for alcohol or drug addiction.
